What behavior will this design, policy, process, or management choice reward.

Without those questions, technical excellence can still produce expensive stupidity.

A design can be elegant and economically foolish.
A process can be efficient and organizationally destructive.
A hire can look strong on paper and still become a poor capital allocation decision.
A career move can appear prestigious and still reduce long term leverage.
